On July 1, California's long-debated ban on the use of handheld cell phones while driving went into effect. So many motorists are guilty of this - many of us have been stuck behind a crazy driver only to discover, in passing, that he or she is on the phone.
Using a cell phone while behind the wheel severely impairs your driving. A study at the University of Utah concluded that people were just as impaired when they drive while talking on a cell phone as they were with a blood alcohol content of 0.08 percent, which is the legal limit.
Therefore, the rationale for the ban seems reasonable. But while well-intentioned, this law ultimately doesn't make the roads any safer. In fact, it misses the point so completely that it may make the problem worse by lulling chatty motorists into a false sense of security.

The heat wave that paralyzed Los Angeles over the weekend gave USC a surprisingly bitter taste of what appeared to be nothing but a sweet, blissful summer. Droves of students pained with lethargy, either in their homes, slovenly sprawled across the sofa, or in their cars, inching along the 10 freeway in hopes of finding just a smidgen of free space on a packed strip of sand.
